Emergency Response PlanningEmergency Response planning invariably relates to the operational or tactical response taken at an incident site in order to stabilise an event and where possible “make safe”. Whether driven by experience; industry norms; natural events; regulatory initiatives, criminal acts or operational precedent, the development and implementation of any Emergency Response plan needs to be considered in light of the “real-life” circumstances under which it may be activated.Invariably, such plans are developed for situations that often result in personal injury or fatality; loss or damage to assets and / or adverse disruptions to the business. Their impact on the business operation is invariably never singular by nature and as such, can often lead to serious “far-reaching” secondary and sometimes strategic repercussions on the business. To be effective they may invariably require access to specialist equipment; additional internal and external resources and / or specially trained personnel. In all instances, such plans and the preparatory actions that are put in place to support them should be well practiced, scrupulously maintained at a state of operational readiness, and viewed as part of an integrated risk management program. They should never be treated as “stand-alone” documents. These plans can range from being simple checklists or schematics to detailed documents. Irrespective of their complexity, they need to be practical; dynamic and “fit-for-purpose”. They should be simple to use, easy to maintain and integrated with other elements of the organisation’s risk management system.
